Why Biosecurity Rules Matter for International Food Shipping
Countries protect their agriculture from foreign pests, plant diseases and invasive species through biosecurity laws. When you send food internationally, customs officers check whether the parcel could introduce something harmful into the local environment. The rules are not arbitrary — a single shipment of infested seeds or fresh produce can devastate local farming.
The good news: most traditionally packaged Indian foods — commercially manufactured pickles, sealed dry spice packs, factory-made sweets, heat-processed podis — clear international biosecurity with an accurate declaration. The items that get seized are usually fresh produce, unprocessed seeds, whole nuts and any food that could carry living organisms or plant material.
Biosecurity Rules by Country
Australia (DAFF — Department of Agriculture, Fisheries and Forestry)
Australia has the strictest food biosecurity regime in the world. The DAFF operates a “risk commodity” system and all mail and courier parcels with food are subject to inspection at the border.
Allowed (commercially manufactured, sealed):
- Factory-sealed Indian pickles (avakaya, gongura, lemon) in glass or sealed plastic jars from commercial manufacturers.
- Heat-treated, commercially packaged podis, chutneys and masala powders in sealed pouches.
- Commercial Indian snacks: murukku, bhujia, chakli, chips in sealed factory bags.
- Commercially manufactured Indian sweets: ladoo, barfi, halwa, soan papdi in sealed factory boxes.
- Commercially manufactured Indian rice, flour (atta, besan, rice flour) in sealed packets.
- Commercially produced tea, coffee powder and spices in sealed retail packaging.
Prohibited or high-risk:
- Fresh or cooked meat, poultry, fish or eggs — strictly prohibited.
- Fresh fruits and vegetables of any kind.
- Dairy products: fresh milk, butter, cheese, paneer, fresh yogurt.
- Unprocessed or raw seeds (including sesame, mustard seeds that are not heat-sterilised).
- Whole dried chillis or dried pods that may carry plant material.
- Homemade pickles from unlicensed home kitchens may be assessed case by case; risk of rejection is higher than commercial brands.
- Live plants, soil, straw or any packaging material containing plant matter.

New Zealand (MPI — Ministry for Primary Industries)
New Zealand’s biosecurity rules are similarly strict to Australia’s but operate through the MPI. Commercially manufactured, heat-treated, hermetically sealed food products generally clear. Specific concerns:
- Some herbal or botanical ingredients in spices and powders are assessed for pest risk.
- Whole dried chilli, dried coconut and some seeds require declaration and may face inspection.
- Commercially sealed podis and curry powders are generally allowed but must be declared accurately on the customs form.
- Fresh produce, fresh meat, dairy: prohibited.
- Honey: prohibited from India due to bee disease risk.
United Kingdom (APHA & Port Health Authorities)
Post-Brexit, the UK applies its own food import controls. For personal-use food parcels from India:
- Allowed: commercially manufactured, sealed Indian foods in reasonable personal quantities. Pickles, chutneys, spices, snacks, sweets, dry lentils, flours, rice, instant mixes in factory packaging.
- Generally allowed with quantity limit: homemade foods for personal use are not explicitly banned for small quantities but are assessed case by case. Commercial quantities of food need IPAFFS registration and health certificates.
- Prohibited or restricted: fresh meat and meat products of non-EU/UK approved origin; fresh or unpasteurised dairy; live shellfish. Commercially manufactured products from FSSAI-licensed Indian manufacturers generally clear without issue.

USA (FDA, USDA APHIS)
USA is relatively open to commercially manufactured food imports for personal use. Key rules:
- Commercially sealed pickles, chutneys, masalas, spices, snacks, biscuits, dry lentils, flours and factory-made sweets are generally allowed.
- Homemade food products are technically subject to FDA labelling rules and may be detained for inspection if they lack manufacturer information.
- Fresh fruits, vegetables and whole nuts from India require USDA import permits — not practical for personal parcels.
- Meat and poultry products are generally prohibited unless from a USDA-approved facility.
- Dairy products face restrictions: commercially produced, factory-sealed products from FSSAI-certified dairies may clear; fresh dairy is prohibited.
- Alcohol and tobacco are subject to separate customs rules and are not part of standard food courier service.
UAE and Gulf Countries
Gulf countries including UAE, Saudi Arabia, Qatar and Kuwait have relatively permissive food import rules for personal parcels from India:
- All commercially manufactured sealed food is generally accepted — pickles, spices, sweets, snacks, rice, flour.

Packing Food Parcels for International Transit

Pickle and Liquid Jars
- Check lids are airtight — Tighten lids firmly. For glass jars that came with cardboard lids, transfer contents to a proper twist-lock glass jar.
- Cling film seal — Wrap cling film tightly around the lid-jar junction to create an additional moisture barrier.
- Zip-lock bag — Place each cling-film-sealed jar in a zip-lock bag and seal, expelling air. This is the second containment layer.
- Bubble wrap each jar separately — At least three layers of bubble wrap around each jar; more for heavier glass jars.
- Upright packing in carton — Jars packed upright with padded dividers between each. Never lay jars on their sides.
- Double-wall outer carton — Export-grade double-wall cardboard sealed with waterproof tape. FRAGILE and UPRIGHT THIS SIDE UP stickers on exterior.
Dry Foods: Podis, Spices, Snacks
- Dry products are packed in sealed inner bags (zip-lock or heat-sealed) to prevent cross-contamination if one pack punctures.
- Inner bags grouped inside a sealed polythene liner inside the carton.
- No loose powder allowed inside the carton without inner containment.
Sweets and Fragile Items
- Factory-sealed sweet boxes are cushioned individually in bubble wrap.
- Loose sweets (when allowed) are placed in sealed containers, not open bags.
- Halwa and soft sweets are refrigerated before packing in summer months.
Customs Declaration for Food Parcels
Accurate declaration is as important as good packing. Every food parcel needs a commercial invoice listing:
- Exact food item names (e.g. “Avakaya mango pickle, commercially manufactured, 500g glass jars” — not just “Indian food”).
- Quantity of each item.
- Declared value in INR and USD equivalent (do not declare zero — this flags the parcel for inspection).
- Country of manufacture (India).
- Whether items are commercially manufactured or homemade.

- Including fresh or cooked meat — Even a small piece of home-cooked curry with bone gets the entire parcel seized in Australia, UK and USA.
